The perspective of learning science as a way of thinking and a way of investigating is implemented if the teacher can develop worksheets that are oriented towards higher order thinking skills (HOTS). Thus, the creativity of teachers in developing science worksheets is very important to be taught since they are in the education of pre-service teachers. This study aims to describe the creativity of pre- service elementary teachers (PETs) in developing HOTS-oriented science worksheets. The research was conducted on students of the elementary school teacher education study program at one of the universities in Central Java. Data were collected through the creativity assessment rubric with a scale of 4 on 38 students. Content analysis is applied in this study. The results show that the fluency aspect is in enough category, the flexibility aspect is in enough category, the originality aspect is in a not good category, the elaboration on a category is enough category. The results can be concluded that the creativity of PETs in developing HOTS-oriented science worksheets needs to be improved. Research recommends that lecturer can make efforts to select effective learning methods and tools to increase creativity.
